The news regarding pay commission resurfaces when the Union Minister Ashwini Vaishnav announces that PM Modi has approved the establishment of the 8th Central Pay Commission to revise the emoluments and benefits for central employees. Though the last pay commission was started in 2016 which is going to complete its term in 2026. On announcing way before its term completion give an edge to more review the 8th commission as sufficient time is available to finalize the recommendations said by the Minister.. Central Pay Commission comes under the Ministry of Finance and is one of the major pillar of economy and finance system of the country.
BRIEF BACKGROUND OF PAY COMMISION
- First pay commission was formed in the year 1956 and implemented one year later with Raghu Bir Singh as its chairman. This suggested a proper matrix pay for employees in systematic and simplified pay scale.
- Second pay commission was formed in the year 1970 GS Gosh as its chairman but implements three later. This commission tried to address the income disparities and gave recommendations regarding the revised pay structure for central government employees.
- Third central pay commission was formed in around 1978 and J.M. Sinha was its chairman and this focuses more on structuring the allowances to its employees
- Fourth commission was formed in 1986 RS Ghosh was the chairman suggestions were made on regular updation on pay commission and pay scale.
- Fifth was formed in the year 1994 this pay commission reduced the pay scale numbers from 51 to 33 and increased minimum pay significantly
- Sixth pay commission was formed in year 2006 and B.N. Sri Krishna was chosen as chairman. This commission provides the new pay structure with running pay bands and grade pay increases the minimum basic salary to seven thousand this was significant milestone achieved.
- Seventh was formed in 2014 and implemented on 2016 for the term of 10 years till 2026 in this also basic pay was revised according to the increasing inflation.
REQUIREMENT OF PAY COMMSSION: REASON
- For the timely revision of salaries pay scales and allowances. This helps in growth of citizen centric economy and helps in improving the development of the country. India being developing country needs this type of commission on timely basis.
- Also help in improvement of other sectors which are interlinked with this as spending helps in growth which is done by citizens if they get good pay scale then economy will boost.
- Help in formation of egalitarian society and reduction in inequality.
